We could argue that your broken BIOS is not NetBSD's fault ;-)

For fun, could you try to create (basically empmty) CDs with mkisofs
where you use the first boot floppy as the bootstrap image (I think that is
the -B option)? 

My guess is that your BIOS can not hande 2.8 MB floppy images; the CD the
above step creates would be a bootable CD with 1.4MB image. It would also
be interesting if a "no emulation" bootlaoder works on your machine - I think
Bang Jun-Young has written one.
