This looks like a problem with a missing FIXUP of some sort.

Are you using GENERIC_LAPTOP with:

options 	PCI_ADDR_FIXUP		# fixup PCI I/O addresses
options 	PCI_BUS_FIXUP		# fixup PCI bus numbering
options 	PCI_INTR_FIXUP		# fixup PCI interrupt routing

Is this a cardbus controller with a pcmcia controller, or something
else?
