temporarily either in your shell environment or in the make environment
(which means either before or after the make command in your shell).
$ USETOOL=3Dno make
vs.
$ make USETOOLS=3Dno
to make it permanent, which i strongly discourage you to do unless you
really know what you are doing, set it in /etc/mk.conf
