i386 floppy install broken

Since yesterday, NetBSD/i386 floppy installs no longer work.  The
INSTALL kernel loads, but fails to mount the root device:

  boot device: fd0
  root on md0a dumps on md0b
  WARNING: No file system modules have been loaded.
  no file system for md0 (dev 0x1100)
  cannot mount root, error = 79
  root device (default md0a):
