That would (or might, depending upon the program) require the relevant
emulators/compat_* packages installed to make the right library versions
available. But then, yes, at least for non X11 programs (and kernel
manipulating), if it doesn't run, and if circumstances allow, work correctly,
that would usually be a bug (occasionally something fails because it relies
upon the presence of bugs that have since been fixed.) Supporting ancient
X programs is harder, as the X development people seem to not care quite as
much about not breaking things, and while the NetBSD people who work on X
try very hard to overcome those problems, it isn't always reasonable to
require it.
