Duh, sorry guys.

My modification dates must have got disordered...

I did a make clean and then make in /usr/src/usr.sbin/config, and
everything was hunky-dory....

My instinct tells me that it was the yacc or lex source that was out of date.

To anyone still haveing trouble config'ing, resup, cd
/usr/src/usr.sbin/config, make clean && make && make install.
