Huh? "Design an MMU"? Don't you mean Design a memory mapping?
The MMU is built in to the 030, rather than a seperate chip in
020 computers.

Though you're probably right that Apple just went for the quick-fix.
The fact that NetBSD/mac68k isn't used to such vulguaraties is
probably the root of the problem LCII owners have. :-(
