The once-per-second flashing that you could be seeing could be LCP type
traffic going out to your modem and getting echoed back.  When this 
happens to me, PPP usually notices it and tells me that "It appears that
we have received our own echo packet" or something along that line.  That's
the only I can think of on that part.  I suspect you'll get a better 
answer on that one.  :)

You can find out the reason that your connection was dropped.  Tip or 
cu into your modem and on many modems, you can type a command to show
a code for the reason that your connection was dropped.  On my Zoom
V.34 modem, I type ats86=? and it'll give a number response that tells
me why my modem isn't online anymore.
