hclnfsd doesn't need anything in the secr pack, at least it didn't when
I built it on my IIsi.  What routines are you missing?

Also, have you tried using rpc.pcnfsd instead of hclnfsd?  Hummingbirds
Win95 NFS client will use pcnfsd...I'd imagine their orhter products will
at well.
