Subject: passwd file busy

After booting up in single user mode, exiting out and login in multi
user mode as root, I cannot vipw because the passwd file is always
busy. Why is this? I tried installing adduser into /bin and making
it executable, but with my limited skills at making a sh script become
a command doesn't help. I tried csh adduser but it errored on a badly
defined var. So I came full circle to vipw again. (needless to say
the file still remains busy)
Somebody can easily spot this one? Any help would be greatful.
