I've repackaged it into a compressed tar file, and renamed it, to be more
like the kernels on ftp.netbsd.org. It's now:
ftp://host4.alterity.com/pub/GEDD-199
There's also a GEDD-202, which includes the patch from Scott Reynolds. I
can't tell any difference between 199 and 202 though.
