I don't understand why you need an alias file to do that.  Using SMTP,
you can send a message from anyone, sometimes from any address.  Your
ISP's SMTP server may be configured to deny "relayed" messages (that
is, messages from a non-local user to another non-local user), though.
It's all up to what you write in the From: field of the header.

I don't understand why you want to use your "local" login name instead
of the one your ISP gave you, either.  Or, are they the same?  If not,
you may have trouble getting replies...

This doesn't make any sense.  However, you can certainly use sendmail
to send, and popclient to receive.
