As Xiamin and Eric already wrote, the clock info you mention is not quite
correct. The Q700 normally runs at 25 MHz, but can be overclocked reliably
to about 33 MHz. The Q650 as Apple sold it runs at 33 MHz; it can be run
at up to 42 MHz. http://socrates.berkeley.edu/~schrier/mhz.html has info
on accelerating various mac models.

The speedup between a '030 and a '040 machine, comparable clock speeds,
running NetBSD is roughly a factor of three, according to Benoit Martel's
page, http://www.cs.mcgill.ca/~magus/unixbench.html.
