Chris,
     I think you want to edit the fvwmrc file to have those selections
do what you want.  If you're running it from your user account you
should have a .fvwmrc in your home directory.  If not, you may find
it'll be incorporated the default (which with XFree based fvwm is in
system.fvwmrc I think it is).
