It means that xntpd won't set the clock if it's off too far initially.  If
that's in seconds (I'm not sure), then that's off by about two minutes shy
of an hour.  The first thing I'd do is check your timezone setting (type
date and see if it gets the timezone right, if not, delete /etc/localtime
and create a new symbolic link to the _correct_ timezone file).  If the
time zone listed is correct and your clock is simply an hour off in
NetBSD, then check the gmt bias in the booter.  When you're done with
that, set the clock as close to the correct time as is reasonably possible
(off another box running xntpd or whatever) using the date command (type
"date --help" or "man date" for the syntax to set the clock.  Then run
xntpd again.
