is this running under NetBSD or the installer under MacOS?  If it is
MacOS, then I would say that you haven't mounted the user partition before
doing the install so everything ends up in the root partition.

Now, how you mount other partitons under the installer is beyond me,
I only have one large partition, and I always do my installs from inside
NetBSD.
