One would think it would have it, but evidence seems to suggest otherwise
d:) Check to see if you have System Enabler 040, version 1.1 in your System
Folder; if not, it won't boot. 

If you don't have the Enabler, you can get it from
<URL:http://mirror.apple.com/Mirrors/Apple_SW_Updates/US/Macintosh/System/Older_System/System_Enablers/System_Enabler_040_1.1.sea.bin>
