I want to allow users to connect to a public area for ftp files but I get
the following msg when i try to connect at all

530 System not available.
530- Connection to this ftp server has been refused
530- by order of the system administrator.

Question:
1)	how do I activate ftp access? what files need modified?
2)	how do i chroot the area /usr/local/pub

3)	or how would I allow ftp access to a person's home directory
	/home/username/pub
	so that they can create their own webpages
