finderd should be listed in /etc/inetd.conf
This is read by 'inetd' at boot and contains all the listening sockets,
fingerd is only exec'd once an incoming connection arrives.
comment or delete out the offending line...
#finger stream tcp nowait nobody /usr/libexec/fingerd fingerd
