"make build" builds and installs the entire base system, except for
/etc, to DESTDIR, or in place (to /) if DESTDIR is not set. "make
snapshot" and "make release" are the same thing. For these, you _must_
have DESTDIR set. They additionally install the etc directory, tar up
all the sets, and build the install kernels. If you need to do that,
see the notes in /usr/src/etc/Makefile.
