Does that apply to all binaries or just the ones closely associated with the kernel like ps? I was under the impression that you could build a 1.4 kernel that was backward compatible with 1.3 binaries (except for special cases like system utilities). If I understand the kernel config options than GENERIC kernels are backward compatible all the way back to 0.9. Or do those programs still need to be relinked?
