Oops, I mis interpreted your question.  when you do a cu tty00, do you
exit with ~.  I think cu creates a lock file in the var/spool/lock
directory to indicate that it has a lock on the port.  Of course you could
use cu to do the full dial-up and the from another term run pppd.  (That's
how I connected prior to cable.)
