As you wrote, Apple changed their policy about ROMs several
times.

I heard two reasons for this.  The first is cost, but it is
rather trivial.  The second and main reason is that Apple
didn't want anyone to be able to make Macintosh compatibles
with ROM-SIMMs pulled away from older machines.
