this is a common install problem. I had to go through the same thing on my
SE/30 with a 2-gig drive (but not on my IIci with a 1gig drive).
 
Do everything that is said in:
http://www.netbsd.org/Ports/mac68k/faq/faq-4.html#ss4.12

And when it talks about "cpin" it's pretty vague, this is how cpin works:
From the mini shell in the MacOS installer app, type
cpin "Hard Drive:My NetBSD folder:base.tgz" /base.tgz
       ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ -- change this to your actual MacOS
path to the installer *.tgz files.
 
Do the above step after you normally install base.tgz and the other *.tgz
files the regular way. Then boot into NetBSD, login as root, go to the
/ directory and type "tar --unlink -zxvpf /base.tgz" and everything should
be just fine.
