This setup should work fine, without any need for routed.  As the root 
user, you need to make sure you do route add default 192.168.1.1 to make 
the iBook the gateway for your Quadra. You should then be able to ping 
hosts on the internet by IP address (assuming IPNetRouter is setup 
properly on the iBook).  Remember, on the iBook you need to have two 
separate TCP/IP configurations, one for the AirPort setup named 
IPNetRouter and one for the local 192.168.1.x subnet.  The 192.168.1.x 
configuration should be the one that you have active.
Try pinging a host by ip address (eg 204.249.184.2) from the Quadra. If 
that works, you know the routing is working.  If you still have trouble, 
check to make sure the name servers are setup properly in 
/etc/resolv.conf. Also, try deleting and re-adding the default route (as 
root, roulte delete default;route add default 192.168.1.1)
