Hum. I read it twice to be sure I did not miss anything: You did not
mention installation of anything else but the 1.5.1 kernel. Are you aware
of the fact that you at least need to install the 1.5 base.tgz tarball in
addition to the kernel, and make devices from the MacOS installer?

You need to "make devices" from an up-to-date MacOS-side BSD installer here.
