No, root is always mounted r/o when you boot into single user mode. It is
mounted that way for a VERY good reason - it is so that you can fsck the
root file system and not hose the machine.
I think the documentation is talking about when you boot and the rc
scripts discover the system has not been configured - at that time you're
supposed to have root mounted r/w. But that's different from booting
single user.
