It makes *some* sense if you're familiar with how CVS works.
netbsd-1-6 is the name for a code branch. (Using "release-1-6" on
the ftp site is an unfortunate misnomer, which is perhaps the
biggest problem.)
NetBSD-1.6 is a the name for a snapshot of that branch.
1.6.1 and so forth will *also* be snapshots of netbsd-1-6.
When we fork 1.7, it will fork from HEAD (which we frequently refer
to as -current); netbsd-1-7 will be a wholly separate code branch.
