I thought Bill laid this out pretty clearly. The issue is NOT that
Apple would need to provide documentation and support (though they
WILL get called about it, and it's a manpower drain even just to
say, "No, we can't help you with that.")

The issues are that some of that code may still apply to software
whose source they are not interested in releasing AND because they
would have to comb through the released source for code licensed
from outside the company that they couldn't release or code
implementing procedures protected by an NDA. It's a huge effort to
release this kind of thing after the fact if it was never intended
to be released this way, and it doesn't profit Apple in the least to
do so.
