If you're using the Installer program from MacOS, it may be worth noting 
that it hasn't been updated in more than ten years and it might be the 
culprit. I'm running several mac68k machines with large root volumes:

In both instances, though, I booted an install kernel and either used 
sysinst or manually installed the sets fetched via FTP.
