No. 'Upgrade' is supposed to upgrade an existing installation of NetBSD.

yet understand ( work is underway but I don't think it would be a good
idea to use such a filesystem as root any time soon )

Pick 'Install' next time and let the installer create NetBSD filesystems
for you.
