I figured out it had to be on the fourth partition and netbsd was in / 
so I just reinstalled it to see what would happen.  This time I used
ufs instead of ufs2 (is there a known problem with ufs2?) and it just 
works with the command

boot hd:,ofwboot.xcf hd:4,/netbsd

Thank you for your help.  I might just reinstall it with ufs2 again just 
to see and will report back.  Thank you for all your help.
