INSTALL and GENERIC may or may not default to different keymaps although that doesn't seem overly likely and I don't remember ever seeing what you describe.

Two, why would anyone ever want to emulate numlock on a Mac? Why would it ever even be on anymore for any port? I was aghast to find that while using a local console with a USB keyboard on macppc that the number keys didn't work until I hit the "clear" button. Why would anyone bring such an ugly legacy kludge from the PC world into the macppc port?

If the key is there is should do what most people expect, there is absolutely nothing macppc specific in there. So, if I understand you correctly you want numlock to be turned on by default? I'm sure that would give similar reactions from other people. I have no idea if the ukbd driver has such an option, it shouldn't be difficult to add though.
