That is correct.
I just went back and pointed my pkg_install.conf to macppc/All/5.0-2009Q4.
I still get complaints from pkg_add about version mismatch, but the
complaints are about 5.0 vs. 5.0.2, rather than 5.1 vs. 5.0.2.
I have see no packages built with 5.1.
