This means (somehow) the OF string describing the boot device could not
be matched against the disks found by the kernel. Can you show the part
of dmesg that describes your root disk (including controllers)?
What is the OF boot device set to?

boot device was set to:
ultra0:6,\ofwboot.xcf
boot file set to ultra0:8,/netbsd
I have 3 disks (2 ide and one attached to a scsi card). Installed to
wd0... Here is the dmesg info for wd0:
