daily.conf ignoring rc.conf?

I note that in NetBSD 6.0.1 the /etc/daily script is ignoring the
content of /etc/rc.conf.  This is because nowhere in /etc/daily* does it
include /etc/rc.conf.

I can see where this might be desirable, but it is a little confusing.
In most other places, rc.conf is the "global" setting.

Is this as intended, so the /etc/daily config can be separate from
whatever is in rc.conf, or is this an oversight?
