I don't think we're space constrained on the ISO, and I agree that
putting ofwboot.elf there shouldn't hurt. But I'd like to be sure what
exactly is needed where exactly before touching the install docs.

Pretty much. Old World ROMs contain old style, MacOS-before-X support
routines, New World ROMs don't, and for MacOS 9 this stuff is loaded
from a file. Newer ones can't even boot MacOS 9 anymore.
It *should* coincide with OF>=3.
