It builds for me using sources as of this morning.

matt@amd64> (cd /usr/src/lib/libc && nbmake-sgimips __sigreturn14.o)
     compile  libc/__sigreturn14.o

My guess is that you caught the source in non-building window.  The rule
for this is to update again and see if it still happens.
