Just for your info....

I've a NetBSD running MVME167 and I didn't get netbooting working also.
I could load an image but it gave stange faults when trying to run the loaded
programme.
I did made a boottape and that's the only way I could get NetBSD on that thing.
(Lucky that I had a MVME68k with a tapedrive)
