You are right. The structure definition has to get moved downwards into
the #ifdef _KERNEL/#ifndef _LOCORE area. When I changed vmstat, I just
screwed this up. Sorry for the confusion. vmstat.c would have to define
_KERNEL before including psl.h in this case. Is this acceptable?
