Try using the -r flag, which writes directly to sector zero of the
disk.  You probably can't do this in multiuser mode - bring it up
single user first.   Also, make sure that when you do this, you have
functional bootblocks in /usr/mdec - otherwise, you'll wipe out your
existing bootblocks.
