You should be booting an ecoff kernel (netbsd.ecoff) - I dunny what the
a.out part in the error means. Does the error occur straight away, or
after some sort of delay?

While not helping, V5.7e is listed as:
Boots of HP9000/400 HP-UX 9.1, but not SS10/linux
in the board list (http://www.NetBSD.ORG/Ports/pmax/board-list.html). I
can't remember where I got the reference...
If you have a disk in the DECstation and a SCSI controller on your
peecee you can just dd the gunzip'd diskimage file onto the start of the
disk.
