Are you sure you loaded "netbsd.img"? The kernel build leaves two files:
netbsd The kernel at VMA 0x00010000
netbsd.img The same kernel relocated to VMA 0x81010000
The NCD boot loader will not accept an image below 0x81000000. The kernel
relocates itself to VMA 0x00010000 after loading.
