IBM RS/6000 40P 6015 platform support

Hi folks,

I've just committed the remaining bits of IBM RS/6000 40P platform
support to the tree, which is also the first machine supported in
NetBSD using a PowerPC 601 processor.  Still missing at this time
is a driver for the included P9100-based framebuffer, but I'll get
to that as well eventually.

I've included a message buffer dump below.
