Put this or something similar into your shell startup file:
CVSROOT=:pserver:anoncvs@anoncvs.NetBSD.org:/cvsroot
export CVSROOT
Do this once:
cvs login
( use 'anoncvs' as password )
... no need to login each time you do something with cvs - your 
connection data will be stored in your home directory.
To update pkgsrc do
cvs update -P /usr/pkgsrc
Or, to download the whole thing and start from scratch:
cvs checkout pkgsrc

> ACCEPT_KEYWORDS="~ppc" emerge {pkg}                         ?

You can of course check out older versions ( cvs checkout -D 
"yesterday" for instance ) or those marked by tags - just read the cvs 
man page, probably install gcvs ( pkgsrc/devel/gcvs ) - a pretty nice 
gtk+ frontend for cvs.
