That is a network-bootable image. It should be all you need.
Also.. it would appear that some of the instructions in my original post need a
bit of editing. to build tools and kernel do this instead:
./build.sh -m prep -T /usr/src/tools/ppc-hack -O /obj/rs6000 tools
./build.sh -m rs6000 -T /usr/src/tools/ppc-hack -O /obj/rs6000 kernel=GENERIC
