As I've understood from the discussion, this isn't a problem that has
always existed. Could you try to narrow the time the problem was
introduced down a bit? A good place to start is to try the oldest
kernel on releng.netbsd.org first, and if that doesn't have a problem,
do a binary search to figure out when the problem was introduced.
If "well-dated" kernels aren't available on releng, the next best thing
is a "checkout specific date, compile, try, checkout another"-iteration,
which is slightly more resource-hungry.
