You are trying to boot off the SCSI disk, which I would presume does not
have the NetBSD boot file installed on it.
From the installation instructions:
To install from a NetBSD/sgimips CD-ROM, follow the procedure above for setting the
PROM environment for SystemPartition, OSLoadPartition, OSLoader and OSLoadFilename.
The SCSI and DISK values used should be for your attached CD-ROM drive, where X is
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
the SCSI-ID of the CD-ROM.
