I used the XFree86 3.1.2 source tree, and things worked perfectly. I just
changed the list of servers, removing the SVGA ones and turned on the options
for XSunMono, etc. No problems whatsoever with key repeat. I don't use any
special flags, but when I run "xset q", the autorepeat bitmap is all ones.
This seems to be necessary in addition to leaving the overall autorepeat
setting as "on".

I do get this problem, but I also find the beep way too loud on an ELC.
I just use visual bell in xterms, and do "xset b 0".
If anyone feels the urge to try the XFree86 XSunMono on any other sparc,
let me know. It's only 1.4 MB, or 550Kb gzipped.
