I suspect the 1's have Really Old PROMs.

Do you have a symlink in /tftpboot, *also* named "tftpboot", pointing to "."?

i.e.

	# cd /tftpboot
	# ln -s . tftpboot

Repeat after me ... "Old PROMs ... old PROMs ... old PROMs ..."
You really want at least 1.6 PROMs for those suckers.  1.3's at a minimum ...
